When using a wireless network, packets of information contiune to be sent out from the router, even if your using it or not, its just the connection staying up and running

The router permanently transmits a carrier signal but only transmits data when talking to a wireless-enabled PC. The wifi adapter in the PC only transmits when sending data.

I'm not sure I fully understand. A wireless router is usually both a standard router (you can plug in an RJ-45 cable) or it has a wireless transmission. Whether you're using it as a plug in or not, its still transmitting. That's why it should be secure so others don't tap into it.
Not sure if I answered you.

No they send information to all clients regularly. Wireless transmitters in a network (access points or AP) broadcasts its SSID (Service Set Identifier, "Network name") via packets that are called beacons, which are usually broadcast every 100 ms. Even if you are not requesting information the router would send these to maintain the network connectivity.

Even if there no devices connected, packets are sent out to look for devices you are trying to connect.
