UIC has very few students who just took the SAT. In fact, so few, they don't even list the average SAT scores. More take the ACT exam.
You should check the TOEFL rules for undergraduates.
You get accepted into UIC based off the college. For biology, it is liberal arts and sciences. The average ACT scores range from about 21-27. They also look at your high school grades.

You certainly can be admitted to UIC if your first language is not English and you are living in Puerto Rico. Whether your qualifications are strong enough is another issue, and I assume you would have to pay out-of-state tuition, but your origins and first language should not restrict you.

As long as you know HOW to speak English and understand the language then that shouldn't affect your chances of getting in. You should find out exactly what is needed for you to get into the school, I suggest go to their website or call them. Good luck
