'Hate Crimes' are those where a person is targeted solely because of their membership of a particular race, religion, nationality, ethnicity, sexuality, or other social grouping.
A 'hate crime' is different from other crimes because of motivation; It's not directed specifically at a single individual, but at an entire group, and the intent is to promote fear, intimidation and hatred.

Hate crimes are thought crime.
If one person assaults another, does it matter why? Is the crime any more or less heinous because of the reason for assault?
Should it be more of a crime to murder your partner than your mother?
How do you prove that a crime was committed because of hate without knowing what a person was thinking?
Sorry, hate crimes are a very bad idea. They should never be made a part of our laws.

the laws are being changed to try and keep interacial violence and anti immigrant violence and antigay violence down . however , there are already laws against murder etc . often a killer is allowed to walk if he testifies against his accomplices etc . so the laws that exist are adequete , but only sometimes enforced .
