The prompt: Describe a significant setback, challenge or opportunity in your life and the impact that it has had on you.

I am considering writing about my experience in Little League Baseball and how I grew from that experience.
But I am not interested in playing baseball in college. I will be applying to possibliy Civil Enginnering or Public Administration.
Should my essay relate more to my applying major? Or is it more important to show admissions that I have grown through my experiences( in Little League)?

The essay is to show that you can use proper English. That you can write a paragraph that makes sense. That you can expresss your ideas in a logical sequence. Write about baseball. It sounds like you have a good topic to work with.

No. Unless the question asks you to relate the answer to your career interests, you do not have to do so. In this case, it is clear that they are looking at your character and your ability to express what is important to you. It doesn't have to have anything to do with your major.
