Where you can't reach! Unless you have somebody who will scratch it for you.
Not trying to be crude, but when I had both arms in casts in the hospital I would get a horrible itch in my groin. It got so bad I finnaly had to ask a nurse to scratch it. Terrible.

BETWEEN THE TOES! It really annoys me! Especially in the winter when I am wearing sock and shoes it's really hard to get to the itch! =P

Where you can't scratch it, of course! Whether that's on your eyeball or somewhere internal or on burned skin doesn't matter so much as how you are going to relieve it as quickly as possible.
