Once people get used to freedom from shoes and socks, isn't going barefoot and being able to feel the floors and ground instead of the same boring rubber all day the next logical dress code relaxation?
Most people's feet are already showing all day, why not enjoy the sensations of walking barefoot as well?

O.K., so ellez8210 says safety, not appearance is the issue.

What is safer, walking around in flips, socks, or bare feet?
Insurance statistics overwhemingly favor the barefoot walker!

Here in the Netherlands I don't think it's ever been an issue of bare feet not being allowed, it's very rare to see anyone barefoot but I've only very rarely had any problems being barefoot at work, and while at school we didn't have any barefooters, we had no dress code at all -mohawks, piercings, sandals/flipflops, no one blinked.

Bare feet are not unsafe or gross; a lot of people think so but please see source for some background information. Feet get very tough very quickly and are fully washable.

Flip Flops are allowed at school, but once i went with only socks to run an errand for my teacher, and the hall moniter gave me a referral because its not as "safe." i dont think its an issue on weather its appropriate or not, but weather its safe.

I don't think you're right. Most schools and workplaces still don't allow them. Sad that you would actually have to TELL people to wear shoes and socks, but there it is.
