its running to rich, if there is an adjustment screw on the bottom of the carb. bowl use your fingers only to turn it in all the way until it stops. Do not overtighten, Back it out 1 1/2 turns and start the engine, turn on the mower if it starts to cut out back it off 1/4 of a turn more until it runs ok, Try it on some grass and do the same when it gets a load on it,if that's not it check to see if the choke lever is adjusted rite or the air cleaner is dirty.

Black smoke means its running too rich- adjust the carb or remove and clean it. Most carbs have a metering screw in the bottom of the float bowl ( tractors) - push mowers have thiers in the back side of the carb , near the back side of the motor. If it has one- turn the metering screw ( it has a spring under it) in a 1/4 turn and see what happens.

Black smoke would indicate it's running too rich...sounds like a carb or float --needle and seat-- problem allowing too much gas in the carb..
