Soak a paper towel or light cloth in vinegar and wrap it around the faucet. Leave it there for a couple of hours (keep it wet), that should do it.
Water stains are mostly calcium deposits and you need an acid solution to get them off.

if you clean it off first with a non abrasive cleaner that you can find in any store that sell cleaning products that should do it and then what i do, might sound weird but , i use a little car wax to get the shine back plus it also protects it Little more from getting oxidized again and it should last shinier longer

sounds crazy but Cream of Tartar and peroxide. mix both to together to make a paste and apply to the fixtures. this should remove the stains.
