Bill Clinton had Resistance from the Republican congress in pursuing OBL. They simply didn't believe he was the threat that Clinton said he was. Come on now, Clinton got caught having sex in his office and denied it. He lie. He had lost credibility and the ear of congress.
Even tho Clinton briefed Bush on the intell about OBL when he took office, his words were wasted. The Republicans didn't believe OBL was a threat until 9/11 proved he was.
Is it Clinton's fault that OBL wasn't dealt with prior to 9/11. Perhaps. But only because he lost credibility with congress for being a lying dog.
Future presidents need to choose wisely as to from whom they get a BJ.
