Given the right conditions, you can get the oxygen to transfer between any two metals. Ordinarily it would leave the nobler metal to bond with the more base metal.

The more reactive metal usually ends up with the oxygen. So if the more reactive metal has the oxygen at the start, there will be no reaction.
