That's Celosia argentea Plumosa group or Plumed Cock's comb.

It is Celosia. It comes in the plumed flower variety in your photo and also a crested variety. This is a particularly lovely planting and it contrasts nicely with the dark purple/bronze color of what appears to be ajuga.
