No way!
Although I believe the rider should wear a helmet, it should not be mandatory, same with neck braces, this is just dumb! Here, you want something that will help without hindering the rider's movement, look here:
http://www.bikebone.com/Air-Vest-Motorcycle-Airbag-Hit-Air.htm AND THAT SHOULD NOT BE MANDATORY EITHER!
Now stop trying to tell others what is and is not safe! I believe safety starts with the rider knowing what they are doing, then other things like helmets and leathers will be most effective! Mandatory is a bad word! If it wasn't for so many things being mandatory, maybe our society would be better!
If I am wearing a neck brace, how would I know what car snuck in beside me? More (mandatory) mirrors? Then when will it end????

Cool...let's not stop with motorcyclists. Let's make them mandatory for car drivers too. And semi-drivers as well. I mean if it's a proven safety device as you seem to think it is then they should be mandatory for every motor vehicle. Maybe bicyclists should wear them too. Tricycle riders...because those 3 year olds don't have much experience with moving vehicles and I can see a need for them too. While we're at it let's also require motorcycle manufacturers to install full bike air bags so that in the event of an accident a big air bag should inflate encompassing the entire bike and rider much like NASA does when they have a space craft make a soft landing on a planet. Might as well do the same for cars and trucks too...right?

In road conditions full visibilty is vital, to fit a neck brace whilst a good thought would severly restrict the rider being able to turn their head to see what numpties were trying to wipe them out at junctions and roundabouts.
How about providing mandatory training for car drivers to Think Bike!

No. They're used in racing, where one doesn't have to worry about traffic coming from all directions. They would not be a good idea in real-world driving, because they'd reduce the ability of the rider to look around and see what's around them.
Some sort of air-bag neck brace might be a good idea, but requiring neck braces on the street could be counterproductive. (Accidents would be less severe on average, but more frequent)

No ,,definately not... A racer is going at much higher speeds & has a different surrounding that they have to deal with. example no stop signs,,cross traffic,,pedestrians.. A street rider needs more flexibality to see all his surroundings. A neck brace would limit his visibility.

no its a bloody stupid idea dont you think there are enough regulations without more being added,
i ware a helmet because i have to not through choice,
once it saved me from injury sliding down road, 3 times it could have killed me or injured me when i was " t boned"
if helmet had stayed on or had neck brace i would not have been able to roll up in a ball on impact & walk away from them ,

Why no just wear the jacket or leathers with the neck brace built in? At this point, I think making it mandatory is a bit premature.

i have a bull neck (24inch), which means i'd have to get one specially made. are you gonna pay for me?
then because a road rider needs to move their head more than an offroader, it will limit riders ability to scan (the head check thing)

I think Big Brother should get out of our lives and off our bikes. The Federal govt has too much power as it is, because of people like you.

If you think it is a good idea, you should wear one. You should not try to impose your ideas on others. If your idea is really good, then people will use your device.
If you can not convince people of the value of your plan, why would you then want to force them to adopt it anyway. It is rather arrogant of you to think that you know best for everyone!!
