Funny that you asked. It's different all over the world. Here in the USA some do , some don't. Urinals usually don't. Marine corps toilets face each other 3 face 3 no stalls , guys pass news paper to each other.
In China sometimes it's one big troff that guys pee in . In Japan in some areas Men and women share the same rest room at the same time. that took some getting used to. the urinals were open but the toilet doors went all the way to the floor.
As to why? Men are just not used to the privacy that women seek.

Because all the men climbing over the stalls caused a great many accidents!

Because we do not have to sit on the toilet to pee like you, plus we drink more beer so we have to be in and out of the bathroom quickly so we do not miss any of the game.
