Most often, when it spares someone's feelings. Yet here, we need to know if the person really wants, can accept the truth, or is too thin skinned. The judgment call is up to us.
Omission is not a lie, unless the truth is withheld to protect one whom we know is guilty, (legally). That is more a matter of our individual sense of morality.
I cannot comprehend how telling a "lie" would reinforce someone's negative self image!
Why should we be concerned about the feelings of another? Because we care? There is no generalization of an "absolute" lie. Use sensitivity & judgment. You received some thoughtful, & compassionate answers. I'm glad.

Never. Other users will ask about context, but I would say, honesty is the best policy. No one can hate you for telling the truth. Any benefit you gain in the short run will be negated by exponential losses in the long run defined by the magnitude of the lie and the time period in which the lie was perpetuated. So, in other words, how long do you want the person to whom you told the lie to hate you?

Why are we so concerned with another persons feelings? Why do people ask questions about things that they don't reall want answers to? When someone say, "does this article of clothing make me look fat?" What they really mean is "I know (think, or think that you think) I am overweight, but do you still care about me?" What answer would do more psychological damage? Reinforcing a negative self image or telling the truth.

When Truth is inappropriate there lie becomes appropriate.

Lie will never be appropriate even if it seen at any angles. A lie is a lie and will never cure its defects.

it is best to be tactfully honest in almost all situations, but there are situations when telling the truth would just be cruel or dangerous.

god can see what is in your heart.
