I'll simply rewrite what I wrote elsewhere:
---------
The 'best' disk defragmenter would be something which does all of the following:
-defragments the drives automatically without requiring to be run manually or on a schedule. Manual/scheduled defrags are relics of the past; automatic is far more efficient, requires nearly zero user attention, and combats fragmentation continuously.
-runs in the background using very few system resources and monitors fragmentation levels continuously.
-defragments the drives as required, automatically, without EVER disrupting ANY other application that needs the system resources.
- defragments the master file table and system files during a boot-time defrag.
So, a question of fast/slow/whatever defrag doesnt arise; such a defragger would work constantly on the system with minimal cost in resources to maintain maximum hard drive performance.

Some of the best I can recommend are:
O&O Defrag 10 pro
http://www.oo-software.com/home/en/products/oodefrag/
PerfectDisk 8.0
http://www.raxco.com/products/perfectdisk2k/
Paragon Total Defrag 2007
http://www.paragon-software.com/home/total-defrag/
all can perform boot time defragmentation of your paging file but they aren't free! A couple of good free ones are Auslogics Disk Defrag and Defraggler
http://www.auslogics.com/disk-defrag/index.php
http://defraggler.com/ (can also defrag single folders)
WinContig can defrag individual files/folders useful especially for audio/video sync issues - free here

Ashampoo Magical defrag is interesting; defrags continuously on the fly

I have chosen to settle for Diskeeper 2007 Pro for the features of automatic real time on the fly defrag. Its also got a great UI. Before that i was using Diskeeper Lite which is their freeware.

Use the one with windows. Having another defragger is just wasting hard drive space. the one with windows works the best anyway.
