Several reasons:

1. When corruption occurs. For example, a type of reform could be adding term limits to hinder so much power and corruption from acccumulating.

2. When the ppl's representatives no longer represent the will of the ppl.

3. When outside interests gains too much control of the politicians.

Because they are too obligated to big money backers via Political Action Committees and bundled contributions.
