when your planning something big or either small, even if how hard you try to get it right and all that, it seems that youre still shooting your target from the hip, you never get it right...

You are right your question is confusing especially since I know how to shoot from the hip and hit my target with pretty good accuracy.
All you need is practice and that is just a matter of going out to the range an firing off a box or two of shells with the gun you are shooting.
Guns don't fire the same. You have to get use to there kick back and their rifling and their site but it is just a matter of practice before you can hit your target pretty much anyway you shoot.
So I guess my answer to the question is, yes?

I have always believed that shooting at a target from the hip, meant being, or having become an expert, or someone who in life is so well acquainted with defending herself and hers that she's acquired the ability to not to have to take the time to take the gun from the holster, therefore wasting precious time, but shooting straight and ACCURATELY from the hip, upon the target.Yes, I shoot intuitively from the hip, that is how in need for self-survival, I have had to become!

Yes I do & usually miss or screw it up.
That's why I use a scatter gun, can't miss that way.
