If the opponent has insufficient force to administer checkmate, for instance just a bishop or a knight, then the game is immediately a draw. If he has any pawns left, he can continue trying to win, because the pawn has the potential to promote to another piece, whereafter he may force checkmate.

If 50 moves each take place without any captures, and without any pawn having been moved, the game is a draw.

If a player sees that he can bring about a position that has already occured twice, and it will be with the same side to move on each occasion, he can indicate to his opponent that he intends to do this, and claim a draw by "threefold repetition". It is always worthwhile noting the moves as you play, to justify such a claim!

The other draw is of course when a bare king has no legal move, but is not in check. This is stalemate.

I don't think there's really a limit. Basically, if the solitary king can work his way into a stalemate, he doesn't lose. I manage to pull that off once, really ticked off my opponent. Of course, tournament play may be different, and that rule may change from place to place.
