I for one have never had an orgasm without ejaculating, but on the other hand, if a guy masturbates quite a lot there might only be a very small amount, i know.

Usually for male the orgasm is linked with the ejaculation. The process of ejaculation is a very intense sensation and the climax of the male orgasm. Orgasm also can occur without ejaculation if the subject blocks the stimulation (before the plateau phase comes), but there could be no satisfaction while the same sexual act loses meaning!

No, we can have an orgasm without ejaculating. It could be "retarded " where the ejaculate goes into his bladder or he could have masturbated like 6 or 8 times temporarily running the well dry.

yep. If your boyfriend does NOT ejaculate when he orgasms, he could be either faking it or masterbating so much that his body doesn't have the chance to replenish his supplies. Drinking water regularly will provide the body with some of the fluids needed for the body to produce semen, the fluid that the male sperm swims in.
If he's not ejaculating AT ALL, have him check in with a urologist, as he could have some medical reasons for not ejaculating.

If he has retrograde ejaculation he is not going to show an external orgasm, it goes into his bladder.
Otherwise it should come outside.
