I have heard of people being shut down by Law Enforcement for stocking large amounts of weapons. Would getting people together to set up protection for the future, would we be shut down?

I see Gangs as forms of Militias with illegal intent, but they are still around. Also, How far can Law Enforcement go into taking out gangs? Are they able to put money on the heads of all gang members? It wouldnt be for the intent to have civilians to go after the gangs, but for either State or Federal Factions to rid cities of gangs.

Constitutionally, every able bodied citizen of a state is in the militia. The states were given the responsibility of regulating their citizens so they would be properly trained to be able to effectively fight along side the state army - usually a reserve army and now called the National Guard. However, by and large, probably due to the expense, states have never regulated their citizens with the result that a fear developed of poorly trained local militias taking the law into their own hands. Due to a hodgepodge of laws, this part of the Constitution has largely been superseded and although most of the laws are unconstitutional, they are enforced and the Supreme Court will not review them because of how they would have to rule. In the 1930s in US vs Miller, the court ruled that the new law on minimum shotgun length was constitutional because a short shotgun HAD NO MILITARY VALUE thus making laws controlling any weapon with military value illegal. That has largely been forgotten, however, even though it was never overturned. The bottom line: your constitutional rights to form a militia are not enforced and you will be at the mercy of restrictive local, state, and federal laws that, although illegal, must be obeyed or you will be jailed/fined.

The militia is a prerogative of the State, not of the citizens. Law enforcement can deal with gangs they way that the gangs need to be dealt with. If a gang resists with deadly force, the gang members may lawfully be killed to end that resistance.

The establishment of rewards for apprehension is lawful, but it is unlawful to stipulate that the reward will be paid for the target "dead or alive." However, a sworn peace officer is precluded from accepting a private reward for making an apprehension.
