when the water is filling in the tank after i flush the toilet, i can still hear the sound of fresh water being added to the tank long after its been flushed but the water level inside the toilet bowl doesnt overflow. i have to manually touch the floater thing inside the tank to make the toilet stop making the noise like its adding and wasting water.
what can i do so that i dont have to manually touch the floater in the toilet tank to make the noise stop?

Yeah it's not overflowing due to the thing in it that fresh water goes in and it creates a leek. It will not overflow. I would look at where your waterline is marked on the side of your tank. see that the water is filling up to that line and not over it. Then there should be a screw at the end of the shaft that connects to the floater. Try taking a screwdriver and adjusting it, that should adjust the amount of water. If it is still not working try bending the metal rod just a little down, not much just a little. This will cause the floater to rise quicker and will shut off the water. If you still have a leak you may need to go buy a new flap. It's that thing that when you pull the handle it opens the flap to let the water go out then it closes again. Your may just be old. That will sometimes make toilets leak. They will cost like 1 maybe 2 dollars for a new one at Lowes and you can put it in yourself. They are easy to install. Heck if you want just reinstall the whole inside of it. It's not hard will cost you like 12 dollars for the kit, and like 30 minutes to do it. Just make sure you have the waterline to the toilet shut off. It is the handle on the wall every sink and toilet has one. Just make sure its shut off. Then flush the toilet to get all the water you can out of it and then get a little trashcan or something and put it under where the water line connects to your toilet. There is always some water left in it. This way the can will catch it and you wont have to mop it up. Then just watch how you take out the old one, and then install the new one. Believe me it's not hard I have done it like 6 times for family and for 2 of my bathrooms. Then you just hook everything up and turn on the water and then adjust the water level to where it says on the tank. 12 bucks and 30 minutes of work is better than 80 to 100 dollars to have a plumber come to the same thing. Good Luck. =)

"Burst" - Do you mean that literally - the ceramics cracked apart and split all over the place? If so, you must first clean the mess out of the drain where it has lodged. The purchase as many new toilets as necessary to replace the broken ones and follow instructions to install. It is not that complicated because they are standard and you can easily mount it in the same place as original. You must get a new wax ring. You will be able to see where this goes when you clean up the mess and remove the base from the floor. If you mean overflor onto the floors and such - again the first thing is to get a worm or roto-rooter and clear the drain of whatever materials are stuck inside. Then wash everything down using a strong solution of detergent in hot water. Use Laundry or kitchen detergent mixed with clorox to sanitize the area after a thorough washing.

If you have a float, simply hold it with one hand by the attached valve and, with the other hand on the bulb give it a slight bend toward the bottom, then try it, should stop it. It's the overflow valve, they wear like everything else in the toilet. It'll keep running and get worse. If this doesn't stop it then you'll have to replace it.

Since you are too sissified to touch the water in the tank, call a plumber. A real man would have no issue.
