Halogens have 7 electrons in their outermost orbit and they tend to react with metals

Hydrogen has 1 and tends to react with non metals

Although hydrogen readily accepts one electron to its outer level (either by ionic or covalent bonding) to achieve a stable electron arrangement - like the haolgens - it can also lose one to for a well-known positive ion, H+. This the halogens don't do. They do have a +1 oxidation state, but it is not a positive ion, and is only found in combination with oxygen or other highly electronegative elements.

Halogens are in the right column up and down, while hydrogen is is in the left column. Halogen are noble gases and hydrogen is a diatomic gas.
