Try using a bit of automotive car polish on it! not only will it clean your tub and make it shine but the water will bead right off and stay cleaner longer!

There are not that many places out there that can help with Fiberglass or Carbon Fibre, but one site that i have found that helps out alot is this one: http://carbonfibrecreate.blogspot.com/ its a thumbs up in my book!

Spa manufacturers often use 3m buffing compounds to polish the surface of the units. It's the same buffing compound found at the auto parts store, and used the same way. ( I used to work at one and observed the repair work done in house)
