We need to skip a leap year about every 100 years. It is because of how the earth travels around the sun. This site explains it.

When they had simple rules (have an extra day every four years) to make up for the fact that there are not an exact 365 days in a year the discrepancies added up over time. That is when they tweaked them by making up rules concerning centuries divisible by 4 and other small fixes to get a better match up between the calendar and the seasons..

a year would normally have 365 and 1/4 days...of course, you can't wake up in the morning saying "gosh, i still have a quarter of a day to spend...", so to have a normal day, people discarded the "quarter-day" and had it all summed up into 1 whole day. therefore, for three years you'll practically have 365 days;but, on the fourth year you'll have an extra day which is added to the month of february thus giving 29days instead of 28.
how do you know when it's a leap year...simple, LOOK AT THE CALENDAR...;p

It's never skipped, it comes every 4 years. Try the calendar when the date in February reads the 29th.

the leap year is a result of the earth year. Calendars say 365 days but it is actually 365.25 days. So every 4 years we make up for th extra quarter day and give February one more day.

It is every 4 years. Every 4 years we have an extra day Feb 29th. You just have to look at the calendar to know when it is. In fact the next one is going to be Feb. 29, 2008. Then for the rest, just count out 4 years.

I think it's predefined, Every 4 years leap year comes so everybody remember remeber as well. Also who produce calender they do keep records.

because there is not 24hr in a day. i think there is only like 23.5 hr in a day, if i remember right. I have not had high school science in a long time.
