If you go into any computer store, or even radio shack to inquire about video surveillance equipment, they will be able to show you what is best suited for your needs. Work with the professionals. I do imagine the equipment you purchase comes with the software, but it's best to ask why at the store.

Some of the more modern video cameras have their own IP addresses (net compatible) and can be viewed as streaming video by a browser that looks at that address. If you pay extra for that feature a browser will do it very nicely.

What model camera?

Linux has great CCTV tools to do this.
Otherwise the camera's manafacture website should be able to point you in the right direction for Windows.
