It only makes that noise when it's plugged in, and you can't hear it from more than two feet away, so I figure it's normal. Electrons running through the adapter and all that. Is it normal? If any KNOWS, your answer would be appreciated.

No noises should emanate from your AC adapter. Electrons are supposed to be effectively contained within the unit, noises included.

Contact Dell for a replacement cord; they will probably want the defective piece shipped in the return container so they can figure out the problem.

Are you sure that it's the AC Adapter, and not the Inspiron itself?

Many desktop and laptop systems will emit high-pitched noises under certain loads, due to cheap capacitors. Basically, as the system goes into/out of low-power idle modes (which can happen literally hundreds to thousands of times a second), the capacitors charge/discharge as they buffer the CPU's power requirements, and they "ring" as a result. The power brick itself shouldn't be doing that, as it's only seeing 60 cycle power on one side and DC on the other.

the ac adapter may have a fan see if it has a vent
