A phone line is the first step sure. Next you need an ISP to dial with your modem. The phone line itself doesn't have Internet. Even DSL households require a modem to convert the phone line into network for your computer.

But, if you want to try, you can look in the phone book for Internet service provider and get one local in your area, or get netzero

Only with a modem. You have to use a land-line modem (56kbps) and software plus an account with an internet service provider to do that, same as always.

If you're talking about a cellphone with internet access, you can do that as long as you have the proper cord to link the cellphone to your PC. However, it would cost a LOT more than using wireless access in 'hotspots' or hooking up with Ethernet.

the phone line itself doesn't have internet. you have to buy a dial up service whether by using a prepaid isp card or a dial up plan before you can connect. if you already have dial up plans for that line, you need to configure your computer net connections to dial the username and passowrd provided by the isp.
