If you're going to be a girl for Halloween, here's what you should buy: a pair of black panties & matching bra (a pair of fake breasts too), a pair of black sheer pantyhose or black stockings & a garter belt, a little black dress, a pair of 4" black pumps, a long blonde wig & make-up, nails, perfume & some jewelry too.

Well I assume you are a boy...
So you can buy things at a second hand store because there is no point of buying brand new womans clothes that you will only wear once. So you'll need... Dress, stuffing..., high heels, wig, make up
Well some things are pretty self explainitory. So for the heels I'd go shorter for it to be easier to walk in. The wig I think should be longer, whatever colour looks best. Make up you'll need lipstick, eyeshadow, mascara, eyeliner, blush etc. have fun with that.
Good luck, a kid in my class did this a few years back, he didn't like the heels much.

If you have an older sister, you should ask her for help. She might lend you some of her old clothes. If they fit, you have solve most of your problems.
If this is not your situation, ask some platonic lady firends for assistance. This will solve your problem.
If their clothes do ot fit you, then as a prior poster stated go to a thrift store. It is easier to do a skirt and blouse outfit than a whole dress due to the size. and the woman figure. Also, you need to get a bra. You can use socks to stuff the cups. Legs, you do not need to shave them. If you do, then wear sheer pantyhose. This can be bought at any store.
Heels, you should wear two inches. You need to practice hour a day.
Make up foundation, lipstick, blush, eye liner and eye shadow.
Have fun.

You need a dress or skirt, first of all. Good will has tons that you can buy. You should also wear tights, high heels, a wig, and carry a purse. For makeup, you need eye shadow, blush and lipstick. Get some and practice putting it on beforehand.

I understand. My brother was a girl for Halloween last year, he wore my sister's clothes, make-up, shoes, bra, and socks. He put my sister's bra on under his clothes and stuffed it with her socks, then he put on her other stuff. He also wore my blonde wig (I wore it to be funny once). *The one thing that you don't want to do is wear the shoes to long or go to school wearing your girl costume.* My brother wore his girl costume to school on Halloween last year and my sister's shoes made his foot kill!
