They are from the same makers of the "glow in the dark condoms"... As condoms these are also of different colors glowing in the dark. They are also as thin as the condoms for your better enjoyment...
They sale them in a jelly to put all over the nipple or...
A small "cap" that covers it completely.

Kind of an interesting question to begin with considering only a select few will ever view them. I think there's loads more interesting things to do with them than use a highlighter...
