Lotions from Victoria's Secret or Bath & Body Works. From VC, I like Love Spell and Strawberries and Champagne. From B&BW, I like Cherry Blossom and Moonlight path.
Shampoo and conditioner should smell really good. I like the ones from Herbal Essences and Garnier Fructis.
De-frizz lotion or serum from Garnier Fructis. Curling mousse from Tresemme.
Astringent from Clean & Clear. It's good for healing oily acne.
Makeup should be foundation from Covergirl, mascara from Maybelline, lipgloss from VC, eyeshadow from Bare Escentuals.
Soaps from Bath & Body Works. Cherry Blossom is the best.
Straightener from Target. I like the Remmington, $40.
Curling iron from Conair. Target, $20.
Scented candles for your bubble bath. Get them from Yankee Candles.

I'm going for a 16 year old - if you are younger, won't need as much makeup.
1] face - face wash, toner, sunscreen, moisturizer, for your skin type. Also, acne gel or cream for zits, and exfoliating scrub.
2] definitely shampoo, conditioner, and a deep conditioner.
Styling gel, cream, or spray, maybe wax or pomade.
3] body - body wash, lotion, antiperspirant, and at least one body powder. Perfume. Shaving gel, and razors.
4] makeup - all need some lip color [ 2 -3 different colors or glosses ], blush, mascara. Also some tinted moisturizer for
bad [ pale ] days. Add some liners, shadows, brow makeup [ I have no eyebrows, never did ], foundation [ I don't use it because I think it is bad for your skin ].
5] tools - tweezers, blow dryer, curling iron, rollers, flat iron if necessary, manicure set, buffer, toenail clipper
6] assorted nail polish colors, and removers

lotions- i love the jergens daily glow, it smells a little weird so i use it before bed then after i shower in the morning i use something like regular jergens. just get a huuuuuge value pump of some not heavily scented mega moisturizing good brand to use in the morning.
shampoo/conditioner- herbal essences is by far the best. best. best. [well that you can get without a hair license and for the money] thats what i use, my moms a hairdresser so i use that when im not using something like matrix or redken[which they both are the REAL best] and i alllways get comments on my hair and how good it smells when i use H.E.
other hair products (serums, spray, etc)- all of l'oreals new styling products are also good when you dont have a hair license, i use the volume gel for when i blow out my hair in the morning, its amazing. also when i dont have alot of time i use aquage sea salt texturizing spray[which my momma bought at like a beauty supply] for beachy waves. its not like scrunching which i think is TACKY. if you have a hairdresser in your family do ask for that. and of course, some good aussie flex hold hairspray.
acne products- this really depends on your skin type. i use neutrogena acne stress control morning and night. and ponds cold cream on dry spots before bed. also a little tube of zit stuff you can get like anywhere, mines clean & clear from food lion haha! that stuff really works actually but be sure not to overuse and MOISTURIZE. and if you have the money the origins 'starting lineup' skin care set is AMAZING. just all in one. if you cant afford it all the spot remover in the little bottle is a must have. makes pimples disappear. and its all natural, love that whole line.
makeup- neutrogena EVERYTHING. everything. concealer, maybe one of those 'its-sort of a foundation but not really' products where its like tinted moisturizer with spf thats very sheer. something like that. some soft eyeshadow, less is more. my favorite product by them is the lip soothing cooling lipgloss stuff thats new in 'gleam'. oh and my favorite mascara is covergirl lash exact, doesnt clump no matter how many applications. make sure only get black if your hair is really dark. brown is so much more natural.
moisturizer- ahh i already answered this haha woops. well for your face clinique has a good one... but just a big jar of ponds has always done me well.
soap (body and hand)-i use method handwash..its green. really cool teardrop shaped dispenser...really the only reason i bought it haha but i usually get something very moisturizing. and for the shower i get a bar of moisturizing soap usually something natural from the amish community because a body wash bottle is a little pointless. they run out quickly and you waste money blah blah. you can get something just as mousturizing that will make you feel cleaner in a bar.
others- i get this stuff for my face from the amish its called emu oil... its for pimples, wrinkles, overall for your face. you use like NONE OF IT. a teensy bottle should last all year. put it on after you wash your face..i love natural stuff like that..your skin will glow. also a chi flat iron is every girls essential. a good blowdryer, flat hairbrush and roundbrush. for the blowdryer i have a tigi bedhead, they come in fun colors :) oh and a curling iron of course.. i have a regular and spiral[which i bought for fun in a 5 in 1 set at the dollar store] i use the spiral to spruce up my beach waves.

hope this helps :)
