Cops tell of people getting the stories wrong all the time. People at a shooting, all there at the same time, but all have different stories, different discriptions. These people are not lying. They all think they have the correct info, but technically if someone says they remember the shooter being blonde and he turns out to have black hair, does that mean the guy lied? No. It's not a lie if you believe you are telling the truth. It's your truth, you believe it at the time and it has to actually be proved wrong. Been there, done that. Man oh man, I hate when that happens. Memory goes on the blink when you least expect it, and you don't realize it.

Yes it is still a lie. But it makes the situation a little different because the person believes that they are stating the truth.

It depends on the situation. For example, if someone doesn't know something and they end up telling you the wrong thing, it's a mistake, not a lie. However, if they "believe" what they are saying because they have purposely convinced themselves of something other than the truth, it is a lie.

No--not strictly speaking, in my opinion. A lie involves intent to mislead.

If the person believes what they are saying then there is no intent to mislead.

Therefore, while they are stating a falsehood in this scenario, they are not lying.

If the person who tells the information is intending to deceive, it's a lie. If they aren't intending to deceive, they are just mistaken.
