Wow that depends on the kind of seed. Some seeds, especially tiny flower seed actually need a little light to germinate. Some need it to be completely dark.

It's like seeds are asleep, they don't wake up too easily, or else not enough seeds would survive to germinate at a good time. So some seeds actually need a need a period of cold to 'wake up."

So the seed packet should give the information you're looking for. The most important thing is for the seed to be in firm contact with the soil. So it's good for the soil in the pot to be not too loose. Then most seeds like a little sprinkling of loose soil or vermiculite over them to germinate.

When the new seedlings emerge the first two leaves are special. Then they'll produce regular leaves. As soon as regular leaves are being made on the plant, choose the best seedlings and cut the excess seedlings away. That way you'll give the plant a healthy start.

put the seed on damp paper towel, in a clear plastic zip-type bag, sunny south window. Transplant when you see sprouts.
