If you took a chicken and a duck and rowed out into the middle of a lake and threw them both in, you would be treating them with equality. But would it be fair?

No.
Equality without any just and justifiable appropriate basis for appropriation is devilishly bad. So in such cased equality becomes unfair.
Equality of every soul, applicability of laws to small and big all the same, euqlity for expression and freedom of thoughts are all good equalities. In a just and justifiable proportions these equalities are usually fair.

No. If you wanted to treat everyone equally, then there would be no ramps or handicapped bathrooms for people in wheelchairs. That would be equal, but not fair to them.
This is the argument used in implementing laws that force companies to hire a certain percentage of their workforce as minorities. They have to favor minorities in their hiring practice, which does not treat them equally, but is considered fair, because it is done to balance out the previous unfair treatment that such groups suffered.

Equality for every living thing to live and be in a state of Heaven would be fair [absolutely no suffering or death would be the only true fairness].

I do not think that equality is always Fair, or it depends on the issue at hand.

it can be
in some situations, no. How fair would it be if someone had the same power as george bush? well...actually that's a bad example cause bush isn't that smart
But you get my point.
Power wise, such as parenting, equality is not always fair
Tolerance wise, such as problems with racism, equality is always fair

Seldom. People start out different, meet different obstacles, have different expectations. It's a lot like the quote Kierkegaard puts at the beginning of one of his books regarding Tarquinius Superbus, who went through his garden lopping off the topmost heads of the poppies while talking with the messengers. He "equalised" the poppies, but it was not fair to those that got lopped off. We often face the tyranny of the majority, and frequently in our schools practice the glorification of mediocrity, taking "average" as what it means to be "normal".
