Companies outsourcing primarily have only one thing in the agenda - minimize cost of production (for product and services alike) to maximize profit. Education weighs surprising little in the equation. The top jobs always, always remain outside of those 'labor countries', if not entirely in the outsourcing companies' own country. Even for technical jobs, say in the computer field, most outsourced operations are helpdesk, with very few being software development. Roles involving decision-making never go offshore, unless to your own expats.
The bottom line is that those 'labor countries' are developing countries. People there are willing to work harder, longer and be paid less than their counterparts in the developed countries but more than probably a lot of his/her fellow countrymen. Don't forget that they have a different economy; the cost of living may be different in the two countries but may be the same percentage to the average income in both. Therefore, although they are being exploited to maximize outsourcing companies' competitiveness, they are not abused in every single case. When these developing countries' economy has risen enough (probably through inflation driven by the locals' increased buying power - supply and demand), the inevitable rise in cost of outsourcing will rise and ultimately take away the incentive for companies to outsource.
Of course, improving the level and quality of education is always a good thing, regardless of any external labor market competitions.

I am sure this question comes in to everybody's mind over there.
Chinese and Indians dream for long years and subject themseves to a lot of hard work to step in there.
Indians think of stepping on American land because they dream about it for long years.The dream gets strengthened when they learn that there is scope to realize ones dreams to achieve something.
They come to India and speak gr8 about America. They speak gr8 about the orderly society and respect the value system (exixsting) for all citizens .
In the process they become a part of that system.
Asian children go thru a different kind of family atmosphere till they settle down in life.
Perhaps a similar atmosphere that exists in asian families, if maintained there, may help American children to gain higher education.Then,they will outperform children from every other society.

I still believe that the "poorly educated Americans" are harder working and better employees than those that are outsourced from other countries including, but but not exclusively from the countries mentioned. I believe it is a matter of time before an even a higher price is paid by the American consumer and the companies that are cutting corners to save money on labor costs. Americans in general have already paid for this with the life of their beloved pets, i.e., the recent contamination of dog and cat food and snacks, the safety of their children, i.e., the use of lead-based paint on what we thought were "safe toys" and now a basic lack of quality of life due to the fact that we cannot trust our government to make sure that the products we buy are SAFE ANYMORE. Much of this is due to outsourcing of jobs, but as long as American wages stay low and only the service sector jobs are growing, things will not get better. Remember it is not a socio-economic problem or cultural problem, it is strictly that the business of business is business.

The H-1B visa program isn't responsible for dropping software engineer salaries. That's flat out wrong. In fact its such a lengthy and expensive process that Microsoft chose re-locate some of its facilities to Vancouver, B.C. because they got fed up dealing with the hassle. Moreover, 50% of H-1B holders leave the U.S. before applying for permanent residency. Software engineering jobs are going overseas to places like Bangalore, India where they work for a fraction of what an American earns. Places like this are no longer simply call centers anymore. Recent software engineering graduates often chose to work overseas in places like this to gain valuable experience, despite the pay cut.
However, the cost of education in the U.S. is outrageous. You can't expect students to graduate with 100, 000 plus USD in debt. In other western countries different levels of government "subsidize" a greater portion of the real cost of education than does the U.S. In 1960 the State of California subsidized 94.4 % of the cost of tuition. Now it is 58.8 %. The rest of the cost is borne by the student (latimes.com)
The best engineering school in the world isn't located in the U.S. its in India.
The fact is that some of these students in Asian countries haven't had things easy. They're hungry to achieve, and they deserve to succeed.
To answer your question, poorly educated Americans have to find a way to become better educated. Our society has to facilitate their being able to get an education. Once their educated then they will be in demand both in the U.S. and overseas.

It's not just the poorly educated who get shafted. And it's not just outsourcing that's the problem. Compensation for Software engineers has dropped by 30% since the government expanded the H-1 visa program.
Chinese and Indians start off with a big advantage because the Universities are free there. Americans, burdened with College loans can't afford to work for the same pay.
If we don't start getting serious about education and worker compensation soon, we are going to end up a nation of servants.

Well, it's true our jobs are only being outsourced because we somehow think it's "fair" to pay colored people less for the same work than white people.
But the saving grace of America's education system is its universities. Our post-secondary education system is by far the best in the world for training people for technical jobs (at technical colleges), for our general liberal academia, and particularly for research.

Americans are good lawyers(or liers that gain money from lies) and good litigators(lie to gain money that they are not really intitled to but what the heck)
All the Americans need is more of this stuff oh and rappers and big big movie stars. Although they wont share the ill gotten gains with the layman. So I guess they will be screwed in the end.

don't be confused by "better educated" foreigners----Americans continue to compete and do well in international market---Look at Forbes list of world's wealthiest----mostly American----remember Bill Gates was a college dropout.
