Wow, it looks just like our locust trees... but without looking at the leaves and flowers up close I can't be positive.
We have two kinds of locust trees - honey locusts and native Idaho locusts. The honey locusts are a harder wood than the natives.
I've never grown a tree from seeds, although I've had birds do it, lol. I'd recommend buying a small sapling, or digging one up out of someone else's yard - with permission of course. They are pretty hearty and will grow relatively quick.
Good luck to you.

Looks like it is in the Rubiaceae Family. (Gardenias and Ixoras belong to this family, but there are few trees in it.) The flower kinda reminds me of Mussaendas. This is a tough one.

The flowers look like a white Crape Myrtle, can't tell by the leaves. I have a white Crape Myrtle that is at least 25' tall, I can't tell the height of your tree in question. I have trained mine to a similar appearance as the one in the pic by trimming the lower branches.
