I am a bit uncertain by the comparison; therefore, for the purpose of this answer I will equate justice with truth since by my standards without truth there can be no real justice. Having said that, justice far outweighs friendship. By all accounts friendship is a valuable asset, but real friendship can exist circumstancially. Truth must be evident for real justice to exist. Truth stands with and for many things, yet does not need anything to stand. So from my point of view justice is more important than friendship. The greatest of measure is achieved when the two are experienced in concert...take care...

I always think of "justice" in legal terms, which are often quite unjust.
In personal relationships, justice is difficult, if not impossible to define, thus worse to implement. I might perceive that someone has behaved badly toward me, most often not based on sufficient information. But even if it were, how could "justice" be served? Would my reciprocal actions not create two negatives?
I truly cannot equate friendship with justice.

Without justice, even friendship is illusive, as well a elusive. Friendship is very important, but someone unjust or given to injustice is not a true friend.

Friendship is a goal, an objective for justice. Friendship is a point for reference for civil society, a reality that can be given universal concept. Friendship is a solid foundation for the more intimate romantic relation for marriage.

They shouldn't ever have to be in direct competition. If they are then there is a problem with the friendship. Justice for one is justice for all.

No. If you were someone's friend, you would do what's right so you can lead them- even if it means sending them to jail. The worst that can happen is that the friendship will break. But the best that can happen is that your friend will thank you for showing him guidance.
