No. Bluetooth is a technology that involves a hardware component. It is not a computer program like java.

Bluetooth amounts to a low-power privately tuned FM radio transceiver. It will send and receive data with other Bluetooth devices only...

If the transmitter/receiver isn't on board, then nothing on Earth will make it work.
