Rubbing compound is all it takes

You can get the blue paint off with some very fine rubbing compound ( the type made for lacquer and plastic would be better if you have a clear coat, and most new cars do). You should be able to match up your paint at a parts store and put it on with a coat as thin as you can until you fill up the scratch and sanding with very fine sandpaper between coats (600 or 1000 grit). If you are persnickety about your car it'd be best to take it to a pro.

WD40 is a multi purpose lubricant. While it may claim to remove scratches (i've never heard that) there are much better and easier ways to do it. Regular auto polish can do that if you rub hard enough or you can buy various rubbing compounds that are designed for removing scratches either by hand rubbing or with a power buffer. Just be careful as some of these compounds are rather aggressive and can actually remove paint or rub right through the clear coat paint surface and do damage to the surface if your not careful.

try non-abrasive cleaners like goo-gone or paint thinner. Just work it in for a bit and the white paint should disappear
