You gotta say something man. If there is a reason he is drinking and getting high, you can help him get through it. Talk to him. Say something like, "Listen, [insert name here] you're my friend. Friends don't let friends hurt themselves. You gotta stop. You're getting no where this way. I know you can turn around, and I'm willing to do whatever it takes to help you." It may sound corny, but if he's sober and he's not stoned, he may listen. You just gotta pound into the ground that what he's doing will effect him forever and that the person he is on drugs is not the same [insert name here].

#2. DO NOT ENABLE HIM, OR GET INTO A MOTOR VEHICLE WITH HIM DRIVING
#3. SEE IF YOU CAN GET HELP FOR HIM TO QUIT HIS ADDICTION.
I would rather not be around people who are on drugs or getting drunk. I think maybe you need to find other people to hang out with. You don't have to be mean about it, just find other (positive) things to do to keep busy, and away from him.

They say friendship effects people if they do that kind of stuff. Just sit with him or either if you guys are young talk to his parents.

Ask him why he does it and if it makes him feel better--ask what he's trying to escape. You gotta tell him that you're there for him and really care about his health and well being.

Just tell him that you don't want him to do drugs anymore and see what he says.(And tell him this when he's not high/drunkXD)
