I moved in this apartment a 1 yr back. Once I moved in I noticed that at the kitchen sink backs out water. When I complained about it they said that since I live on the 1st floor, and there are 3 floors above me and it happens because the water disposal pipe clogs up when everyone uses it. And it's not a big issue as it would never overflow. They never fixed it. However, one day I return from work to see that the living room is drowned in water. The sink had overflown, and the water that backed out smelled gross like sewage. Apartment management took the responsibility, and said that they will replace the carpet once I move out (it was only 1 month for my lease to end).
Now when I moved out and was looking for my security deposit, instead of a refund they have sent me a bill of $1400 saying that the carpet was damaged and they had to change it. I was not my my fault.
Do I take them to the court or is there some housing authority that can help resolve it? Any similar experience?

You informed them of the problem, they gave you an answer. Now they ignore the previous problem and stick you with it. Yes, they're at fault and you can take them to court.

Your phone book should have a landlord/tenant dispute organization in it. Not sure what they'd be calling themselves in your city though.

The landlord is responsible for all repairs needed. You informed them of the problem. You CAN take them to small claims court--if they loose they also pay court costs. You can ask for a consultation with a lawyer too--the first 1/2 hour or hour is free.
