There are no 'accusations' here, I'm asking for your opinon.
Provocative to whom? Well teenage boys for example.
This question actually came from my 16 year old nephew who is in the 11th Grade.

OK I'll try to be a bit more specific, but there is always going to be some subjectivity here. (you can never accurately define things like this)
I would say 'sexually suggestive' based on the norms of current North American society (my nephew and I are Candian but I'm assuming that its more or less the same in the US)

In my opinion it is none of the above. It is an outward sign of the feeling of insecurity within. Changes are happening to their lives, friends are falling away, going to new schools, hormones are raging causing confusion and a feeling of not knowing their place as they once did. The old adage of "any port in a storm" comes to mind. There is power and implied acceptance in sexual attraction and they learn it quickly. This feeling of power offsets the powerlessness within and provides some measure of comfort and confidence.
Some might say peer group pressure, or media pressure is to blame. Although indeed powerful, the insecurity within is at the root of it all.
After all, who is more insecure than a teenage girl? Well, OK, maybe a teenage boy! Ask your nephew!♥

E, seasoned with being raised in a free, but sexually repressive society. Note that I advocate less freedom but when a society is un-free and repressive it's a bit better or free and non-repressive. As it is our norms are still based in repressive thought, but we espouse freedom.
Having said this, "provocative" is extremely subjective, i.e. when society is running around nude, clothing will be provocative., or to say it differently, it was no less or more provocative to show an ankle when that was provocative.

The same reason young men are shirtless with nice torsos that look like very little work out. Happens all the time here on my council estate now it's nearly summer Same way i wear shorts (not the silly knee length boxers) and no socks coz i have really sexy girly legs (though of course not all girls have great legs. Only one recently i noticed only one woman stood out from the rest and she had the figure and face to go with it).

E... All generations go into the shock mode to induce pain to the parents. (so it seems), and since most others wear similar clothes they must wear something even more enticing to even be noticed by the guys ...thus in doing this the fashions keep running away and continues the cycles of keeping up with everyone else.

F. Because the modern Western media (a powerful brainwashing tool) & society in general teaches girls that their only value comes from dressing & acting like wh*res. In Amerika, if you're a woman, either you're a sex object, or you're nothing (well, perhaps an object of ridicule.) No wonder Amerikan girls are killing themselves like never before.
In the 80s they called us ladies, in the 00s they call us hos.

I would say all of the above and the fact that their parents allow it. Mine would never have allowed me to wear some of the things I see girls in now. They weren't prudes, but still a lot of those clothes go too far.

I think its E. I have a teenager and she wants to dress like the "girls" on TV, and in the news because she thinks its "COOL" and "HOT". I have to remind her that shes only 12 and NO! She gets mad at me, but OH WELL ... I'M MOM!

we have to wear a school uniform in my school so no one would dress like that.

not that i want to ever dress like that, i dont wear backless blouses. its just my freedom of expression is gone
