All living creatures can.
For some reason, for a very short time in the history of Humankind, a tiny percentage of people have decided to put something on the soles of their feet.
Less than 1/1000 of one per cent of people that have walked this Earth have ever strapped anything on their feet.

I take out the trash barefoot. It's always at a time when I'm relaxed and finding my sandels or something easy to slip into is a nightmare. But most often I don't feel like looking for them, so whynot? I don't care if anyone looks at me funny. Oh well.

Yes you definately can. You have to be careful though if you are in an area that contains a lot of glass or other sharp objects. I went on a hike barefoot once, really its not that bad.
