No, private roads are at the discretion of their owners to set speed limits, public roads by their counties, and US highways by the US DOT. The National speed limit, I believe is 55/65, but it is at the discretion of the state, for instance, here in Texas, Westpark Tollway has a speed limit of 75-80 b/c it is a one-way, high speed toll road into downtown Houston.

You can do speed trials on privately owned tracks though.

As far as public roads - no. The Driver's Manuals from every state DMV clearly identify the speed limits on every type of public road - unless it is marked differently with a speed limit sign.

In terms of maintained highways, no. But there are salt flats and other areas which aren't public roads, and these can be used for speed tests.

Generally, no. But if you're looking for a more illegal route, try back roads and "abandoned" highways (highways that are brand new and not many people know them about, or highways that people avoid because of that particular reason, reckless drivers)
