Can an individual turn a large company over to a collection agency?

I bought something from this company and I signed a paper that said I was supposed to get a rebate within 2 weeks. I have called them every to weeks and they claim to have sent it and resent it. It's been 10 months since I bought the thing and the problem is not my mailbox.
