Just a wild guess - "a" Western settlers
My dad used to say that people vote their pocketbooks.
Who would benefit from cheap western land and easy credit?
The people settling there of course.
Southern planters didn't particularly want the west to be settled by relatively poor homesteaders who didn't use slaves. New states in the west could mean the South would be outvoted in the senate.
Northern manufacturers might be able to sell more plows, but they wouldn't stand to gain very much.
Eastern factory workers could care less about the west unless they packed up and moved there.
