I think people making the drugs for athletes and telling athletes which drugs to take to cover up are just as much to blame.

I agree with you. The Contes of Balco, who by the way only got house arrest for his crimes, was the brains behind this entire operation.
He manufactured and distributed illegal drugs so he should have done some serious prison time.
The people making and selling drugs are more to blame then the athletes.

I think they should be suspended from the league or whatever they are playing in(like the olympics), and put in jail. People like BARRY BONDS have Absolutely NO respect for the game or themselves and they are cheating the game in which they are playing.
