First, it's uncool and not very nice to steal other people layouts but there are codes for it.

look into the browser and fince source of page, copy it and it will look just like theirs, with their name and everything.
1. copying a webpage is not stealing, using their name is.
2. announcing that u want to steal a page, admits that u did.
3. if u want a page that looks like some one elses, then u ask them, most people will tell u where they got it from.
