do you know how to do html pages? just start writing html files and checking them with your browser. you dont need any hosting plan unless you plan on doing cgi's or other server side scripting. you can build an entire site with html on your drive.
start by going to notepad. save a blank file with the extension .html so something like "index.html"
html is a markup language so it uses tags that are enclosed by bracket thingies ie, most html tags have a closing tag such as each closing tag u see will have a slash /
so after you save your file, you need to edit the file. open the file. in every html file u start out doing the first thing you see is now after a while you type in some other stuff before xhtml purposes ...so here is your file

tage will advance you to the next line

tag will take you to the next line then skip a line
did you know this already? refresher if you did. if not your public library will have a book you need. i would start out learning html four then move to .css and later xml stuff. I am sure by now there are a lot of used books on sale on the net . try abebooks.com
once you have some content put together. find some free web space. yahoo has geocities now, there is free servers, excite, your internet service provider probably gives you free web space and even maybe your cell phone provider. you can also get a free blog from just about any street corner where you can also practice your skills.

For free you can use free online hosting at the cost of them placing ads on your pages, and crappy subdomain names
