Pop up blockers can only stop pop ups created by a web site. You probably have an Adware program running in the background that is generating the pop ups. Get a program such as Adaware to scan for it.

Popup blockers, such as the Yahoo and Google toolbars and IE's built-in blocker, will only stop web based popup advertising. They can help somewhat but will do nothing to stop popups on a computer that is badly infected with trojan downloaders that are "phoning home" and contacting other computers to download and deliver the pop up ads. I believe that your computer is badly infected.
Try a full cleaning and dis-infection routine, if you are getting excessive popups, or are getting popups even when you are offline.
This is the one I use (it will take some time). These are on-line scans, you do not need to uninstall any of your current protections.
1. Scan for virus, worms, dialers, etc. and remove (free online scan) with BitDefender

Pop-ups have two sources: browsing the sites that make them, and spyware / adware / viruses.
Here's my Computer Cleaning list (feel free to print this out):
In order to install security software without any hassles, you'll need to boot into safe mode:
Restart your computer and tap the F8 key until a menu appears.
(The F8 key is in a row along the top of your keyboard)
If you have an anti-virus that's broken / not up-to-date you need to uninstall it:
To uninstall a program: Click on "Start", "Control Panel", "Add/Remove Programs"
Still with me? Good!
Download and install the following programs *in safe mode*:
Viruses and spyware tend to go hand in hand:
Anti-virus:
AVG - http://free.grisoft.com/doc/5390/lng/us/tpl/v5#avg-anti-virus-free - This will remove a lot of viruses.
If you're willing to pay money, the best anti-virus is "Kaspersky" - http://www.kaspersky.com/
Anti-spyware:
Spybot Search & Destroy - http://www.spybot.info/en/mirrors/index.html
Make sure to do the "Immunize" part too!
While we're cleaning up your computer, grab:
Ccleaner - http://www.filehippo.com/download_ccleaner/ - it finds the crud in your computer and cleans it out (history files, shortcuts that don't go anywhere, missing file associations, etc).
And everyone needs a firewall. The one with Windows just doesn't cut it anymore.
Zonealarm (free) - http://www.zonelabs.com/store/content/company/products/znalm/freeDownload.jsp
All of these programs are free, virus and spyware free and highly rated.
Still with me? Awesome!
All of these programs need to scan / update at least once a week. Some you have to start up yourself (spybot s & d, ccleaner), others will do it automatically (zonealarm, avg).
The last piece of advice I'll give you is to STOP using Internet Explorer - it's letting in viruses and spyware.
Download, install and use Firefox - http://www.getfirefox.com/ - right from the start it's faster, safer, blocks spyware, blocks pop-ups...
With an add-on Adblock Plus - https://addons.mozilla.org/firefox/1865/ - you'll rarely ever see another ad again.
I know this is a lot to handle, but if you print it out and follow it step by step, you'll be fine.
If you get stuck, let me know (most libraries have internet access if your computer's unusable at the time)

Your pop ups may be the result of malware infection.

Try a online antivirus scanner and a online anti-adware/malware/spyware scanner in safe mode with network to clean up your computer BEFORE you download anything. This because the program you download can get infected.
Disable "System Restore" for Windows Me and XP, then restart your PC to clean your system restore points for viruses, spyware, adware etc.

Now restart in safe mode.
To get in safe mode Press "F8" upon boot up.
Select "Safe mode with Network".
Go to Start - Run - type iexplore http://www.bitdefender.com/scan8/ie.html Enter(ok).
Do a full scan of all your drives. If something is found, delete it, reboot and do the same again in safe mode with network.
When that scan does not find anything you reboot again in safe mode with network.
Go to Start - Run - type iexplore http://www.ewido.net/en/ Enter(ok).
Do a full scan of all your drives. If something is found, delete it, reboot and do the same again in safe mode with network.
**NOTE**: Do NOT do anything else with your computer when scanning. This because you can start virus/adware/spyware/malware manually.
When no one of these scanners are showing anything you can reboot back to normal mode.
Turn on "System Restore".

you cant help it. popup blocker blocks most pop ups. some just come up.

try activating the pop-up block using the tool option and click on pop-up locker on ... if you have more then one tool bar then activate all of them.
