Nope. Examples:

For some people, running two-three miles may SOUND easy, but when you get down to it.. you're huffing and puffing.

Losing weight may SEEM easy, but it actually takes a lot of time.

You may THINK you did good on your math test.. until you get it back with a 65%.

Sometimes they are, often however they are not. It all depends on the context of which you asked this question. If you are talking about a situation in which you have all sides of the story then yes perhaps it is the way it seems- if you are missing pieces of the puzzle however then most likely I would say no it surely is not.
